The ongoing Syrian uprising has added another fault line to the Lebanese political landscape while posing additional challenges to both the Lebanese and to United States foreign policy. With an increasing death toll, an increasing number of refugees seeking shelter in Lebanon and militarization of the conflict, the more likely Lebanon will become mired in the revolution raging next door. In response, the U.S. has changed its tactics in order to maintain Lebanese stability and pressure on the Syrian regime. Lebanon faced considerable challenges before the Syrian revolution erupted in mid-March. In addition to Lebanon's ever-pervasive sectarianism and the challenges of confessional power sharing are tensions over Hizbullah's weapons and competing regional powers within the country. Lebanon is also bound to its international commitments to the Special Tribunal for Lebanon, which is investigating the 2005 assassination of former Prime Minister Rafik al-Hariri and has indicted four members of Hizbullah, and UN Security Council Resolution 1701, which calls for "the control of the government of Lebanon over all Lebanese territory. The United Nations Interim Forces in Lebanon (UNIFIL) is tasked with assisting the Lebanese Armed Forces (LAF) in asserting the Lebanese government's sovereignty in the south after the 2006 Lebanon War. Hizbullah has been opposed to both. To further complicate matters, the Hizbullah-led March 8 Coalition took over government on January 25, 2011, calling into question whether Lebanon could fulfill its commitments and the neutrality of the Lebanese Armed Forces.
